Powell Hunter's journey with RFS® reflects a trajectory marked by growth and excellence. Beginning as a Construction Superintendent, he ascended to the role of Associate Project Manager, Facilities in the Mid-Atlantic market and further distinguished himself as a high-performance Project Manager in Texas. Now, Powell returns to the Construction division as the Associate Director of Construction, poised to steer it towards greatness.
With over a decade in commercial construction, Powell's experience spans national contracting and entrepreneurship. He once spearheaded his own contracting company, overseeing remodels in North Florida.
Determined to broaden his professional horizons, Powell is actively pursuing his National General Contractors License. His presence in the RFS® TX regional office not only fortifies the Construction division but also positions it strategically for further expansion westward. As he navigates his role, Powell is committed to building enduring client relationships and delivering exceptional results.

Angela Noble
Construction Manager
Before joining RFS®, Angela handled various roles for an FDOT contractor, including office and crew management, accounting, and project coordination. Angela brings a wealth of experience in Project Coordination and Management, having excelled in roles within financial services, engineering/construction, and education.
As Coordination Supervisor, Construction at RFS®, Angela leverages her knowledge and attention to detail to drive project success. Her leadership in construction projects, resource optimization, and stakeholder communication, along with her dedication and strategic insight, underscores her commitment to quality and efficiency, making her a valuable asset to RFS® and contributing to the company’s growth and innovation in the construction sector.

Tim Gessert
Associate Project Manager, Construction
Tim has dedicated his career to ensuring access to safe drinking water and protecting public waterways. With 12 years of experience in the water well industry, he worked as a licensed well driller and pump installer across multiple states, overseeing crews and projects to secure reliable water supply for both public and industrial needs.
Tim’s passion for water led him to become a licensed Water Treatment and Distribution Operator, as well as a licensed Wastewater Treatment and Collections Operator. He has managed several water and wastewater treatment facilities, including serving as a Wastewater Superintendent in Iowa for 13 years. His extensive background in water infrastructure has provided him with invaluable experience in construction, project management, and team leadership.
Tim’s commitment to excellence, along with his ability to build strong, effective teams, makes him a highly skilled and dependable project manager.
